Procedure for issuing excavation permits (form HPS-2)

In force

1. No digging, survey with metal detectors or collection of finds may be carried out at a registered monument or in its protection zone without an excavation permit.

2. Permits are issued to Talas State University, to museums and to foreign institutions working with them. Applications on form HPS-2, with a plan of the work and the name of the leader of the excavation, are accepted until 1 March for the season of that year.

3. A permit is valid for one season and one site. Rescue excavations may be permitted at any time of year.

4. The report on each season, with the list of finds, is due by 1 February of the following year. A new permit is not issued to a leader whose report is overdue.
